  被人們(men)譽為山東省昌(chang)樂(le)縣民(min)(min)營(ying)經(jing)濟(ji)領頭雁的樂(le)化漆(qi)業(ye)(ye)(ye)(ye)(ye)股份有限(xian)公(gong)(gong)(gong)司(si),是樂(le)化集團下屬的一家擬上(shang)市公(gong)(gong)(gong)司(si)。該公(gong)(gong)(gong)司(si)擁(yong)有總資產2.1億(yi)元(yuan),職工(gong)800余(yu)人。多年(nian)來(lai),樂(le)化漆(qi)業(ye)(ye)(ye)(ye)(ye)股份有限(xian)公(gong)(gong)(gong)司(si)堅(jian)持以現代化的管(guan)理(li)理(li)念(nian)運作(zuo)(zuo)經(jing)營(ying),注重以經(jing)濟(ji)效益(yi)(yi)和社(she)會效益(yi)(yi)同步增(zeng)長。在經(jing)濟(ji)效益(yi)(yi)逐年(nian)提高,年(nian)利稅(shui)實(shi)現3000余(yu)萬(wan)元(yuan)的基礎(chu)上(shang),公(gong)(gong)(gong)司(si)積(ji)極發(fa)(fa)展職工(gong)保(bao)險(xian)(xian)福利事(shi)(shi)業(ye)(ye)(ye)(ye)(ye)。在為不少老職工(gong)參加(jia)社(she)會保(bao)險(xian)(xian)多年(nian)后,今年(nian)起,又(you)為600多名農民(min)(min)工(gong)辦理(li)了養老、工(gong)傷、失業(ye)(ye)(ye)(ye)(ye)、醫療四(si)項保(bao)險(xian)(xian)手續(xu),為此年(nian)增(zeng)繳社(she)會保(bao)險(xian)(xian)費150萬(wan)元(yuan)。該企業(ye)(ye)(ye)(ye)(ye)的行為,為全縣經(jing)濟(ji)和社(she)會保(bao)障事(shi)(shi)業(ye)(ye)(ye)(ye)(ye)的發(fa)(fa)展起到了很好的示范帶(dai)動作(zuo)(zuo)用。
  作為(wei)(wei)民營企(qi)(qi)業(ye)(ye),山東(dong)(dong)樂化漆業(ye)(ye)股(gu)份(fen)(fen)有限公(gong)司(si)用工(gong)(gong)多為(wei)(wei)年輕(qing)的(de)農民工(gong)(gong)。由于受(shou)環(huan)境和自身(shen)素質(zhi)影響,他們(men)(men)不(bu)(bu)僅(jin)缺少對(dui)勞動合同、社會(hui)保(bao)險等(deng)法規政策的(de)了(le)(le)解,還普遍認為(wei)(wei):現(xian)在(zai)(zai)年輕(qing),投不(bu)(bu)投保(bao)無所(suo)謂,只要工(gong)(gong)資高就行。按一般經營者(zhe)的(de)觀念,既(ji)然(ran)職(zhi)工(gong)(gong)不(bu)(bu)愿(yuan)參(can)保(bao),也就順水推(tui)舟算了(le)(le)。但是,該公(gong)司(si)老總沈孝業(ye)(ye)卻認為(wei)(wei):“不(bu)(bu)為(wei)(wei)職(zhi)工(gong)(gong)辦理(li)勞動合同和社會(hui)保(bao)險,既(ji)是對(dui)職(zhi)工(gong)(gong)合法權益的(de)侵害(hai),對(dui)職(zhi)工(gong)(gong)的(de)未來不(bu)(bu)負(fu)責任,也是對(dui)企(qi)(qi)業(ye)(ye) 的(de)健康發展(zhan)設置(zhi)障礙。”他曾(ceng)在(zai)(zai)股(gu)東(dong)(dong)大會(hui)上說(shuo)(shuo):“我(wo)(wo)們(men)(men)要正確(que)處(chu)理(li)好眼前利益與長遠利益的(de)關系(xi),現(xian)在(zai)(zai)不(bu)(bu)為(wei)(wei)職(zhi)工(gong)(gong)參(can)保(bao)繳費(fei),看似節省了(le)(le)資金,但將來職(zhi)工(gong)(gong)的(de)老有所(suo)養、病有所(suo)醫等(deng)問題(ti)會(hui)給我(wo)(wo)們(men)(men)企(qi)(qi)業(ye)(ye)帶來沉重的(de)包袱。從另一角(jiao)度說(shuo)(shuo),為(wei)(wei)職(zhi)工(gong)(gong)參(can)保(bao)繳費(fei),能(neng)增強(qiang)職(zhi)工(gong)(gong)干事業(ye)(ye)的(de)積極性,激(ji)發企(qi)(qi)業(ye)(ye)活(huo)力,理(li)順職(zhi)工(gong)(gong)管理(li)關系(xi)。再說(shuo)(shuo),職(zhi)工(gong)(gong)將我(wo)(wo)們(men)(men)企(qi)(qi)業(ye)(ye)當作衣食(shi)之本,我(wo)(wo)們(men)(men)也得為(wei)(wei)他們(men)(men)負(fu)起這份(fen)(fen)責任啊!”

  采訪中,記者還了解到(dao),對企業(ye)(ye)“強制”職工參(can)(can)加社會(hui)(hui)保(bao)險的舉措,也有個別人不能(neng)接受,因為(wei)(wei)(wei)參(can)(can)保(bao)后(hou)個人需繳納部分社保(bao)費,表(biao)面看收有所降低。他們(men)竟(jing)然為(wei)(wei)(wei)此離(li)開了該企業(ye)(ye)。沈孝業(ye)(ye)在(zai)為(wei)(wei)(wei)他們(men)惋惜之余,堅定地表(biao)示:作(zuo)為(wei)(wei)(wei)有責任感的企業(ye)(ye)家,我們(men)必須既(ji)想到(dao)職工的現在(zai),也考慮(lv)他們(men)的未來。參(can)(can)加社會(hui)(hui)保(bao)險對職工、對企業(ye)(ye)都(dou)是有好處的,無論如何,我們(men)要堅持這么做。他還說:“作(zuo)為(wei)(wei)(wei)人大代表(biao),我要建(jian)議政(zheng)府,采取(qu)更強硬手段,解決好民營企業(ye)(ye)和農(nong)民式(shi)參(can)(can)保(bao)問題(ti),要將所有類型企業(ye)(ye)、不同身份職工都(dou)納入(ru)社會(hui)(hui)保(bao)障的覆蓋范圍。”
